Rice Policies

Uganda’s development aspiration is driven by the country’s Vision 2040: “A Transformed Ugandan Society from a Peasant to a Modern and Prosperous Country within 30 years”. Peasantry is the domain of small scale farmers.

In pursuit of the Vision 2040 Government has elaborated a National Development Plan (NDP II, 2015/16-2019/20). The NDP II identifies agriculture as an integral and important part of the Government’s overall development strategy.

In addition, the Ministry of Agriculture, Animal Industry and Fisheries has developed a five year Agriculture Sector Strategic Plan (ASSP, 2016/17 -2021) in the context of NDP II to guide the development of the sector.

Rice is a priority commodity in the agriculture sector. It was prioritized in the DSIP and ASSIP. Implementation of the rice-related aspects of the agricultural sector policies is guided by the NRDS. Details on the NRDS and the above policies can be viewed in the documents below.
